This is the classic COM84 programmer made for the PIC 16C84 microcontroller. It works fine for many newer types. One of the problems is that the serialport must be able to supply 12V and enough current to drive the PIC. Not all computers are capable of this. Increasing C1 to 1000 uF often helps.

Most of the problems associated with this programmer can be removed by using an external powersupply. If this does not help then the serialport probably can't supply 12V and a different type of programmer must be used instead. This is a common problem with laptops and some newer PCs.
